A native of Sheridan, Wyoming, Newcomb B. Bennett was a water-supply engineer in the United States Bureau of Reclamation. His first job was on the Kendrick (then Alcova) project near Casper, Wyoming, in 1933. He then worked on municipal water supply systems in Sheridan and Cody, Wyoming. He became assistant Wyoming State engineer in 1939, but moved to the Bureau of Reclamation in 1942, where he oversaw projects in the Missouri River and Upper Colorado River basins.
